A significant development since December involves the rollout of complex encoding techniques designed to enhance streaming efficiency. This approach reduces the bandwidth required for high-quality video, resulting in lower average speeds reported in the index. Currently, approximately 80% of Netflix's library has been re-encoded, influencing the observed ISP rankings.

In the United States, the top-tier ISPs have exhibited a downward trend in speeds over recent months, indicating more efficient streaming rather than network congestion issues. For instance, the first episode of "House of Cards" Season 4 now streams at significantly reduced bitrates—720p at 910 kbps and 1080p at 1620 kbps—compared to previous rates of 2350 kbps and 4300 kbps, respectively.

Additional noteworthy updates include:

• CenturyLink, which has experienced a steady decline since November, now ranks at the bottom of the U.S. list with an average speed of 1.53 Mbps. Interestingly, Costa Rica's average speed in March was slightly higher at 1.87 Mbps, making it the slowest among tracked countries.
• In Germany, Kabel Deutschland's ranking dropped from first to fourth place, with an average speed decreasing from 3.87 Mbps to 3.61 Mbps over the past month.
• Meanwhile, Virgin Media in Ireland improved its standing, ascending from third to first place with average speeds increasing from 2.46 Mbps to 3.37 Mbps.
